Voting Is NOT A Right In The Constitution. It Is A Privilege Given By Government For The Qualified.

Lest we forget the only eligible voters in thE US originally were white mail land owners. They were the only voters. And strict constructionists like Kavanaugh could easily rule the Voting Rights Act unconstitutional. They could even end the Civil Rights Act Of 1964. Trump's nomination represents the strict constructionist view. So a lot of laws and programs could be found unconstitutional.

Saying something like The right of citizens of the United States to vote shall not be denied or abridged by the United States or by any State on account of race, color, or previous condition of servitude.
or The right of citizens of the United States to vote shall not be denied or abridged by the United States or by any State on account of sex.
or The right of citizens of the United States, who are 18 years of age or older, to vote, shall not be denied or abridged by the United States or any state on account of age.
