Not even a rule. Only a guideline.

Investigation will proceed NON-STOP. Just don't expect many stunning indictments or announcements after Sept. 9 unless events force Mueller's hand (suspects attempting to leave country, for example). But there will be developments. Including Manafort's trial Sept. 24.
