(12,344 posts)A pardon only covers the crimes stated in the pardon. Trump could issue a pardon for all crimes publicly known. But of course, we are all interested in the campaign crimes. If Trump also includes anything campaign-related, people will realize there are in fact such crimes. If Trump does not mention campaign crimes, Mueller will charge Manafort with those crimes. Trump could still find a way to cover all crimes without giving anything away, but it would still have some political and legal risk.

(12,344 posts)But that raises the political question as to why he phrased it as a blanket pardon to cover the campaign period, when his position has been there are no campaign crimes. Second, it raises the legal risk that Mueller will challenge the pardon by indicting Manafort anyway, even knowing the indictment will fail. If Mueller does that, it will spell out the crimes that Trump wants to hide.
