(15,286 posts)the committe itself. I'd think each party has the right to hire and fire it's own staff and pay for its own consultants, investigators, etc, if they like.

(15,286 posts)that is, people who work for the committee as a whole. Then it makes sense for the chairman and ranking member to agree on who's hired. For ex, if the committee wanted to administer polygraph tests and needed an expert polygrapher to give the test and interpret the results, that person would fall under the rule cited.
