I have no idea if Julie Swetnick is telling the truth. I can
say this: submitting a sworn affidavit carries with it
criminal liability if she perjured herself.
Also, as a clearance holder, giving perjured statements
would be a career-ender. Take that for what it's worth.

Likely that it's his own place or that of a friend. Not uncommon for folks in DC to have a beach place down in Rehobeth, Dewey, or Ocean City. Bethany is more upscale but there are a lot of areas along the beach were you can have a 3-4 room place for a very reasonable price (assuming you bought it 30 years ago).
I would assume he's at some friend's place down there.
Someone may be paying him to hide, but the actual cost of his hiding is probably little more than a normal weekend or two at the beach.
