It was neither "probe" nor "investigation". It was a background-check, which are much narrower.

If this had been an official FBI probe or investigation of a crime, the FBI would have been free to talk to whomever they want.

However, what the FBI did here was a background-check.
Background-checks are a service the FBI conducts for the WH.
And as the client, the WH gets to set the rules for the background-check.

DO NOT LET ANYBODY CLAIM THAT THIS WAS AN FBI PROBE OR FBI INVESTIGATION IN ANY SHAPE OR FORM.

Every time this is written or spoken about we need to stress there was no investigation, and that is what everyone was calling for.
