not the final vote though (just to clarify for DU).

Many of them always vote on the motion to proceed (cloture) but may vote differently on the final vote. One more opportunity to get them.

Manchin is ahead by what, 12 points? Just because he voted for cloture, does that mean he has to also vote for yes on the final vote?
