Is Flake Foreshadowing Collins' Speech with His Most Recent Statement?

He mentioned how he'll vote yes unless something big changes. Is that something big Susan Collins' vote? He also said that he doesn't see what would change between now and the vote. Is he foreshadowing a yes vote from Collins that she would telegraph on her dramatic speech today? There were already accounts about Flake huddling with Collins, Murkowski, and Manchin before this vote today. The only thing that makes me potentially doubt a yes vote from Collins is the huge backlash she would inevitably get from Maine and the already huge potential war chest her opponent would get if she voted yes.

She's long hinted ast retiring and running for governor. Hope the funds are used to fight her if she runs for any political office, no matter what.

He's not running for re-election so he doesn't need cover for a vote either way.
