What's the significance of 3:00pm??

The confirmation vote won't be until tomorrow, no matter how Collins votes, so why is she waiting until 3pm to announce her vote? Is it solely a way to extend the drama and hold on to the spotlight?

My union has contractual 15 minute coffee breaks at 10:00 am and 3:00 pm.
