I only use him for his caucusing with Democrats. I assume by default that we will not have his vote on key issues, and if he surprises, great. Moreover, his vote doesn't matter thanks to Susan "Gosh, What Do I Do" Collins, so he may be voting this way to ensure his reelection, which helps advance the chance of a Democratic Senate.
