The cost loss of deregulating environmental precautions: Re: Rick Scott's red tide.

The popular consensus is that the Rick Scott's elimination of inspections of leaky septic tanks directly contributed to the red tide mess in Florida. So, is there a point where someone is going to add up the cost of lost tourist money because the beaches are closed? Not to mention what it might be doing to the tourist fishing industry?

Is there a point where we can financially show that this free market idea backfired?
