After Turkey released the pastor, Trump said, We feel much different about Turkey today than we did yesterday . . . I think we have a chance of becoming much closer to Turkey.
That, from the President of the United States, strikes me as a reward. That strikes me as giving the hostage takers something very valuable. Trump did it with Kim Jong-un too.

Trump, of course, doesn't think of the ethics of an act, just whether he wins or loses-- so call it a reward, or payment in kind.
