If they do not catch this guy, to me, it will be a clear indication that this person (s) is a professional and these bombs were not designed to work. This person would likely be in intelligence or a former law enforcement officer.

Sending letters anonymously is insanely hard. There are so many things the average person wouldn't think of that will get you caught. There's going to be traffic and security camera footage being analyzed at drop off spots. There's going to be analysis done on the ink, on the printing, on the paper, on the glue, etc. etc. There are several dozen more avenues investigators are following that we have zero idea about. If after all of this they still don't find the person, that person was a professional. If that person was a professional these bombs were warnings.
