A theory on the bomb package mailings

Because of the protocols put in place after 911, all mail is sent to hubs for photographs, so that it can be traced ...

The only way a package can be put into circulation without a cancelled stamp, is for a local postmaster or a high ranking employee of that facility to put it in a tub without the proper “stamp”

Am thinking this is a postal employee ... in a small town usps facility...

Thoughts on this?

That said, no one is arguing it's anything other than speculation; and as our speculation will not change the investigation, the procedure or the outcome at all, I don't get the relevance of your statement vis-a-vis the OP.

the automated equipment, and in large facilities they might not get hand-canceled either. It appears these went through a large facility (Opa Loca) and not a small post office. BTW, the GOP are trying to kill the USPS.

not all the stamps were postmarked or canceled.

So what would explain why some were and some weren't?

Did I also hear that one or more were returned because of insufficient postage?

Some items simply would not go through the machine and had to be hand-stamped.

However, if the machines at actual post-offices did not handle the machine, the package could easily have been sent on from there, as it only has to pass through that one cancelling process before getting into the stream of mail. Once that happens, I don't think it's checked further...

Well, I am one of those "Contract person(s)" and while it is not impossible for me to bring a piece of mail onto a loading dock and get it onto a truck, there is no way I would characterize it as easy. It is bloody unlikely that is how these items got into the system.

My Contractor ID was issued after a thorough background check. I don't claim that this process is absolutely foolproof, but I find your speculation to be quite a stretch.
