So the person was not arrested for the crime (yet) but he is not free to go. Not being free to go could be considered, at least loosely, under arrest.

29. You can be "arrested" for questioning...

...as I once was in the investigation of a traffic accident many years ago. It may mean they suspect you, but not that they are charging you with a crime at this point, and may not based on what they learn from the questioning.

Don't forget the Postal Service. Their facilities scan the outside of every package and the buildings have remote cameras recording activity. I really get pissed at the "police state" posters that sometime crop up here. If you are not involved in crime, you should have no issue with being video taped, as long as it isn't in areas where privacy is expected.
