And require postage meters or mailing at the post office with ID. The postage meters could be virtual - a program you just run on your PC and print your stamps. (Actually this is already available, just not widely used).

For a bad actor, who is intending on mailing a dozen items, it would be pretty easy to obfuscate the origin of the stamps - or just steal them from someone else.

However, requiring virtual meters would utilize technology that already exists.

I doubt any of these things will happen though, especially since postage stamp usage is dropping fast every year. Unlikely that we'll even be using postage stamps at some point in the not so distant future.
