DNA was not as established.
The Post Office wasn't scanning every piece of mail going thru their system.
With the Post Office I know each morning what mail I will be receiving in the afternoon. I receive an email from them with embedded images of my mail.
There are those that are not smart and they get caught.
There are those that think and maybe they are smart but they still get caught.
The type of crime will also determine the type of resources and force that will be used.
