Do you recall what was going on in Ukraine prior to the election year? That nasty faux civil war to crate chaos while pooty rolls tanks in and takes over Crimea? There were plenty of his friends and planted politicians there in Ukraine, and Manifort was in the middle of that as there was an election or two that led up to that whole ugly mess. So, rather than go directly to Moscow or St Petersberg, stuff might have traveled more easily through Kiev where Manifort had connections. He was supporting Russian leaning politicians after all.
