Perhaps somebody pointed out that 15-year civil-engineering projects do not look very convincingly like emergency measures. “My house is burning! Time to begin the process of calling for design proposals for a new fire station.”

The problem is that reality is not playing along. The people along most of the border know that crossings along the areas that are not covered by a barrier are rare, that the people crossing are trying not to disrupt so as not to be caught, and that crime along the border area is fairly rare.

You get more crime in the large metropolitan areas of the border, Brownsville/Matamoros, El Paso/Ciudad Juarez, San Diego/Tijuana, etc... that is where the drugs flow through and where the populations are larger, poor, and more desperate.

Trump continues to make himself look like the fool he is and I think more people are paying attention.

Government procurement (funding, design, contractor selection, etc.) is an ordinarily cumbersome project, as pointed out above. However, declaring a project as an emergency generally lifts many of the usual requirements in order to speed up the project. That would include contractor selection. The potential for money changing hands in that scenario is greatly increased.
