That was during a speech he gave in July 2016.

And then the FBI got its hair on fire when he was interviewed by Lester Holt on May 11, 2017 and after the country learned from Russian news sources around May 16, 2017 that Sergei Lavrov visited in the Oval Office on May 10, 2017.
