He is purposely not naming people to the intelligence committee led by rep. Schiff in order to stop them from having a quorum and being able to act. The immediate consequence is that they cant act to send the transcripts of the committee to Mueller as he requested.

6. If he wants to go down this road, I believe it can be gotten around by a rule change

which changes the number of Repuke seats on the committee. They can argue that it is unfair, but the rebuttal will simply be "you refused to fill the seats, it is your doing."

That loss of seats is going to bite them in the ass by making public hearings look all the worse for Repukes because in such hearings all members get equal time, and the GOP will have far less time for fluffing those Trumpist witnesses who the Dems are eviscerating.
