because Republican members haven't yet been appointed.

I've been looking for rules for the Committee, and could only find rules for the Senate, not the House. There used to be a couple of links for House rules, but both of those links are broken now -- they just lead to blank pages.

So now I'm wondering if the problem is that the rules might have to be approved by the whole committee -- and with no Republican members, there is not yet a committee to approve rules.

So the question now is, in the absence of a functioning Intelligence Committee, do the rules of the HOUSE allow Nancy to send the documents to Mueller?

A quorum for the transaction of Committee business, including the conduct of executive sessions, shall consist of no less than one third of the Committee members, except that for the purpose of hearing witnesses, taking sworn testimony, and receiving evidence under oath, a quorum may consist of one Senator.


I've just finished watching Rachel's segment and was under the impression that it was the House Committee that the Repubs. roles had not been filed.

The HSPCI website https://intelligence.house.gov/about/hpsci-majority-members.htm only has Democratic members listed.

and didn't notice that it was the Senate, not the House.

So I've checked and can't find ANY working link to House rules. I'm afraid maybe the problem is that any rules have to be approved by the incoming committee. And without any House membership, the committee doesn't exist yet.

That can't be an up to date list, because Trey Gowdy is listed there, and he retired.

Also, the Majority is listed with only 13 members, and the Minority with 14. So I'm guessing those were the FORMER members, and they've just switched the title from Majority to Minority.

and that's why the transcripts couldn't be released to Mueller.

though for the select committees I expect the practice is one of courteous deference to the minority leader

But if the minority leader doesn't act, an appropriately polite response might simply be to pretend that one had somehow misunderstood their intentions, for which one can later diligently apologize when the minority leader finally does act

- No other news outlet appears to have covered this story

- Rachel didn't site any source for the explanation of the rules she's discussing

- Rachel didn't ask for clarification from any committee member, including Swalwell who was on the show last night immediately following this segment.

- They tweeted this story, without any further documentation or explanation

She is smart as a whip, but she had a tendency to be an alarmist. I don't know how many elections she said were ready to be stolen from Dems in the past decade or so that didn't come to fruition.
