How can we explain?

How a president, who is under suspicion of collusion with Russia, continues to meet in secret with the leader of that country? Not only that he doesn't try to lessen the suspicion, he continues to act in a way that makes him look more and more guilty? And then destroys the evidence of the meetings!

How can anyone explain that?
