This is a good article and describes the lengths the FBI went to to finally nail the culprit.

And this crime is arguably rather innocuous

Now take the entirety of Mueller’s investigation and imagine what they have been able to dig up and how. I don’t see how any of the top people involved don’t escape without serious prison time!
