I have been troubled for a day now whether it is right to condemn someone for stupid acts decades ago when there is nothing more current to suggest that he is still "that person." However, I think you are correct. He surely remembered that year book photo was out there and was hoping no one would find it. If he had been, as you say, proactive and outed this himself and apologized - before he was outed by others - I think (or at least hope) that most people would have forgiven and moved on.

It was hiding the Klan robe in the closet that did him in.

Your OP is elegant - economical in words and profound in thought.
