Congress can't subpoena just anyone from the Executive branch and order them to testify. Separation of powers prevents that. Eric Holder, Obama's AG, refused to testify.

He was held in contempt of Congress.
And we all learned that being in contempt of congress is apparently like having an unpaid parking ticket in Pittsburgh from 1994.
