Is it to openly display one's hatred of black people? Maybe it is. Or is it just tone deafness and being an asshole. Or maybe it's both. I really don't understand it.

Yep, a little ways into the linked article it says the frat was KA.

They were exactly like that at my school as well, they even dressed up in confederate uniforms for their formal.
