And last November the first "big" snow was about 6 inches in NYC and caused chaos.

The chaos had begun with the first inch of snow.

https://www.cbsnews.com/news/winter-storm-northeast-slammed-with-early-snow-latest-weather-forecast-live-updates-2018-11-15/

NEW YORK — One of the first big storms of the season moved across the eastern half of the country Thursday, causing at least seven deadly traffic crashes and closing schools as it dropped snow as far south as central Alabama. The nasty weather wasn't finished yet by the Thursday evening commute as it dropped more than an inch of snow on New York City and headed through New England.

Mostly in a very suburban part of Queens. Snow slowed buses down, and sometimes elevated train lines, but it took a heckuva lot more than 3 inches to have any real effect on the pace of NYC. Especially Manhattan.

The first "big" snow was about 6 inches in NYC and caused chaos in the evening commute, beginning with the first inch of snow. After that things got worse.

The New York City area was nearly paralyzed by 6 inches of snow. What went wrong?

https://www.nytimes.com/2018/11/16/nyregion/snowstorm-total-delays-commute.html

Mr. de Blasio said a confluence of events had conspired to throw off the snow-fighting efforts. The city’s Department of Sanitation had performed miracles plowing roads in the past, but did not have good access to the roads because they were clogged with vehicles, he said.

The plows “can’t levitate above the traffic,” he said earlier in the day.

At Central Park, 6.4 inches of snow were recorded — the biggest one-day November snowfall in 136 years. If the city had known how bad the storm would be, officials could have encouraged people to stay home, Mr. de Blasio said.

unusually cold and wet this winter), but as stated in the article you linked, 6 inches (much less 3) does not usually cause a snafu in nyc. People were puzzled that it did this time. Maybe early in the season? Who knows, but the huge machine that is nyc is not generally brought to a halt by 3 inches. But happy to be where I am. I’m sure you are too!

we're in the middle of our own snow event -- we've had as much snow in the last week, about a foot, as we usually do all winter, with more expected tonight and tomorrow.

And we have all these beautiful hills that are a pain in the neck to drive on when it ices up. This is what all-wheel drive is for and I'm glad I have it.

And while the snow did essentially cause chaos in our city, it was because of terrible preparation.

Normally we can handle that amount of snowfall, but the weather predictions were off, so the city didn't prep. Not enough salting of the roads.

So chaos ensued.

IF we had prepped, the city could have handled the blast just like normal.

It's an anomaly.

We talked Florida weather and Massachusetts weather. Then for some reason, her mind thought about something that she had seen in NYC. Anyone who has been there in the winter know that Boston can be cold. My friend's eyes first went wide, then narrowed, then she looked at me and said "can you believe that New York City people wear winter coats for fall weather?" like I would know, 35 is beyond freezing where I live, for most people.

It's actually that way here in the PNW also -- 30's is cold. 20's is really cold.

The difference is that we have lots and lots of hills, so when it does start to snow, there's an obvious reason for all the problems.

Yesterday, I got new tires on the car. They washed off the snow build up in the wheel wells with a hot water hose.
