What happens to the money during a fight over a National Emergency?

The money has been collected and allocated for the original purposes. Trump declares a national emergency. A court fight begins.

What happens to the money? Does it get spent as originally planned by Congress? Or is it frozen until the controversy is resolved? And the programs go unfunded until that resolution?

(still probably frozen)...

Regardless, whatever programs were originally destined for the $$ will suffer, as will their constituency and in this case, it appears to be military families.
