There is no "infanticide debate", correct?

I know that hard core anti-choicers have tried to claim that recent pieces of legislation in Virginia and New York would legalize infanticide, which, in reality, is absurd. However, I unfortunately came across and article in "Christianity Today" which I had previously thought was supposedly a liberal Christian magazine, that repeatedly referenced an ongoing "infanticide debate". Correct me if I'm wrong, but I'm pretty sure that no serious person is actually arguing the merits of infanticide.

The new laws are for pregnant women who carry non-viable fetus'. That cannot survive. The women will not be forced to carry a dead or dying fetus to term.
