Publishers frequently make book deals based on spec when the author is a well known public figure, this isn't at all unusual. Since the book is purportedly another Trump fan fiction account, Cohen probably shared the manuscript with him out of courtesy to their long time association before sending it to the publisher. He was perhaps looking for Trump to write an endorsement as well.
