Who really WON BIG in Libya?

I wonder what "groundwork" had been laid 2 - 3 years ago?

One thing for sure,
if you go to the IMF's websites,
and read anything related to the recent war in Libya,
they are positively gloating over the outcome in Libya.

Gaddafi was the main roadblock to the IMF's campaign to acquire North African resources.
He used Oil Money to undercut IMF "Development Loans" to North African countries.
These are the same types of Predatory Loans collateralize by natural resources and demands for Privatization that got the IMF thrown out of most South American countries over the last 10 years.
