Did trump set DeVos up so he'd look like a savior?

Last night, Rachel's big question was "Why was Trump completely cutting funding on such a popular program"? She pointed out that he had to know there would be "blow back" and s seemed befuddled as to a deeper meaning to the move.

I noticed DeVos dodged the question when asked who made this decision and I wonder if Trump ordered her to slash funding so he could ride in on a white horse and save the day for the Special Olympics.

If so, what will DeVos do? God knows she doesn't need the money and I can't think of how her position is anything more than a hobby for a bored billionaire housewife. She certainly doesn't have to put up with this crap just to put a feather in DJT's cap. If she resigns, we'll know why.
