Do I understand that the Attorney General gets to decide OhNo-Really Apr 2019 #2
I doubt it. The Subpeona originates in the house. Speaker Pelosi will have enough votes to enforce. Ford_Prefect Apr 2019 #4
what would enforcement look like? OhNo-Really Apr 2019 #5
Presumably federal marshals under Congressional authority. Ford_Prefect Apr 2019 #6

The next step is asking the prospective recipients of the subpoenas if they really want to push back, or will they comply with the committee's requests for documents and testimony. The time for a response will probably be pretty short, measured in days if not hours. "Come and get me, copper!" will be met with a subpoena, commending an appearance before the committee at a date and time certain.

on the fate of those refusing to show up under a Congressioanl subpeona by choosing to put the case before a grand jury or not?

"But that process could take months or years, which is “more than a lifetime in terms of political calendars,” Litman says, “which here runs in 2018. And Flynn’s attorney knows they really need him before then so while it’s a bit counter-intuitive. … He’s got decent leverage.”

Still, Congress has at least one valuable weapon in its arsenal, which Mayer Brown calls the “wild card”: media attention. “Issues garnering substantial media attention and public interest are much more likely to capture the interest of members,” the memo reads, “and to move quickly through the enforcement process.”"

So if Justice is joined at the hip with the Executive, and SCOTUS IS as well, Congress is shackled. Is this true?

The Time thread was woefully incomplete and based on Flynn, prior to his fall, and the Senate where the GOP holds sway. I can recall congressional committee hearings where Subpoena power was applied swiftly and rigorously. Pelosi has the votes in the house to get this done fairly quickly. They may resist and the process becomes more complicated but the power rests within the House. Contempt of Congress has no time limit. When you are charged you stay in legal limbo until you co-operate. Look it up. No POTUS Pardon, and no appeal.
