listen to this morning's address by the Secretary General of NATO to a joint session of Congress. It's pretty clear that Congress is behind NATO even if Trump isn't. Congress (McConnell and Pelosi) invited him in what some consider to be an implied rebuke to Trump. It's a good speech.
