Could trump not filling cabinet positions because of 25th Amendment?

Why so many acting heads of departments, not Senate confirmed? He needs to keep moving the people around so no one can try to invoke the 25th?

No one is invoking the 25th amendment. And what difference would it make? Even if they're just "acting" they're still the "principal officers" of the executive departments.
