But, he still has a lot of executive powers (maybe his presidency is a warning sign that the office has become way too powerful over the last several decades) and he can still ram his judicial choices through the Senate. Chances are, he can probably get new Cabinet secretaries confirmed, but if he has to run the government with acting secretaries, then that doesn't seem to bother him.

The constant shuffling of people in his administration is not a bug, it's a feature. This is a man who became famous on the catchphrase, "You're fired!"
