(26,740 posts)There is a legitimate (though untested) theory that a formal start to impeachment hearings would improve Congress' chances at getting access to grand jury materials. This theory is that an impeachment proceeding would qualify as "a judicial proceeding"
But nothing would give Congress the power to prosecute obstruction. The most they could do on obstruction is make a referral to the DOJ. They have a little more power on contempt of Congress, but that's pretty limited too.

(26,740 posts)Congress would have the power to impeach Barr (not that they're going to)... but they can't bring criminal charges of obstruction against him.
