Are our congress people really going to stay on vacation the next 10 days?

What does it take to get them off vacation.....another 9-11? As the great Vince Lombardi would say, 'What the hell is going on out here'.

It's just that Congress is not in session for introducing and voting on bills.

doesn't mean they are not working.

And as a note - every single one of them hires STAFF to do the "grunt work". That's how it's always been. And for many of them, this is their life's work and they would be happy to be able to go through what is clearly a historic document.
