It's just that Congress is not in session for introducing and voting on bills.

doesn't mean they are not working.
And as a note - every single one of them hires STAFF to do the "grunt work". That's how it's always been. And for many of them, this is their life's work and they would be happy to be able to go through what is clearly a historic document.
