So If I'm Understanding This Correctly.....

because of all the lying, evading questions and obstructing of Mueller's investigation by those interviewed by Mueller - he was unable to conclusively charge Trump with Obstruction of Justice.

Is this the understanding you have on this?

Does Trump's strategy of always lying work in his benefit?

At least with DOJ policy of prosecuting a sitting president. If that guideline were not there, I think he would be prosecuted. Impeachment is the remedy.
