Has anyone counted how many times the Mueller report says something like "While DOJ

policy prohibits us from indicting a sitting president, the evidence we have documented could be used by Congress to find that he did engage in obstruction of justice."?

I have not read the entire report, but I've read this or the equivalent in several of the "snippets" available on line.

Does this not directly contradict Barr's characterization this morning?
