To the point of, if what he's done isn't obstruction of justice, I'm really not sure what would be.

A good portion of the report recounts multiple attempts to obstruct justice, that somehow were each disrupted by others refusing to follow orders/requests. Committing obstruction of justice is a crime, but attempting unsuccessfully to do so is not.

So by claiming exoneration, the Supreme Turdpile is attempting to skate by the accusations, thanks to others thwarting his criminal efforts to obstruct justice.

Is that now the bar for what is acceptable practice by our government leaders?

This is itself is proof of obstruction and should start impeachment proceedings, mark my words : If we do not take care of this problem NOW, the right is going to be creating a narrative that Trump is somehow the victim of Democrat bully politicians and if that sticks and sways even some voters than he may get a second term.
