I think it's from private funds, mostly. Nixon has a presidential library, not sure who paid for it in total.

But then would misuse that money for other purposes, the way Dolt did with the Trump Foundation. There is no question in my mind that this is what would happen - it is his pattern of behavior and he is too old to change his criminal ways.
