Here is a way Democrats can frame the Mueller Report if they decide to not impeach at this time:

Because impeachment, as most critics say, will likely not end in any conviction in the Senate. It is simply an indictment by the House. But, it would help to inform and educate the voters before the next election.

So we are back to "framing":

The Mueller Report is a very disturbing document that must be addressed.

The Democrats should declare that they cannot, and will not, impeach Donald Trump until the Mueller Report has been verified as legitimate? It would only be fair to Donald J Trump.

In order to verify the Report, the House should call all the witnesses quoted in the Mueller Report before the Congress to validate their comments to the Special Counsel. It is only fair.

They can start with Robert Mueller and Don McGahn. They can work their way down the list with Hope Hicks, Rince Preibus, and Jeff Sessions. And call each person mentioned in the Report before the Committees to testify to their comments to the Special Counsel, including Sarah Huckabee Sanders.

This will assure the public, both Democrats and Republicans, that the procedure is fair and is looking to get the facts.

We would hope that America would agree with us.

=======================

I think this is one way the Democrats can handle this dilemma if they are not going to impeach. The odds are that once the facts in the Mueller Report are "verified, people will be clamoring for impeachment.

...and Donald Trump has called the Mueller Report "bullshit". Well, it's time to verify the Report. Start calling witnesses. I see there is breaking news that they have subpoenaed Don McGahn. They should work their way down the list.

..but if the Democrats verify the Mueller Report as legitimate, and not "bullshit", then they may get the people to actually look at the facts, instead of the spin and PR from the White House?

They "verify" by calling Mueller's witnesses one by one, until the Report is validated.

Then, they impeach.

6. What is the goal of impeachment?

Since the Senate is not going to convict, the Democrats must find another way to inform and educate the public. Verify the Mueller Report. Call each witness in the Report before the Committees. Many Americans need to be shown that it is not "bullshit", as Donald Trump called it.

please with the "senate wont remove" senate not doing what they're supposed to do doesn't mean we say screw it.

There's little empirical downside to impeachment relative to history and the law

...but since the Congress seems to want to go a different route, what is the best way to go?

If the Congress were to get busy and aggressive, they could finish most of the witnesses necessary in the Mueller Report interviews in 4-6 weeks and the country would be better educated.

Verify the Mueller Report. Show people that it is legitimate.

... in Porta Potties ... there's little help for the cult world mindset.

I'm thinking letting the witness's say what they needed to say would galvanize the middle and democrats ... if that's the goal then yeah I agree with it..

But

There's ... NO WAY ... Baghdad Barr and Red Don are going to cooperate any time soon. It'll be next year till we get anyone to speak with any consequences and Red Don wont allow his children to speak to congress.

They would need to change about 3-5% to assure victory, imo.
