Incarcerated voting

While I hate the idea of voter suppression, I have a couple questions about providing voting rights to the incarcerated.

Are those in prison counted in the census as residents of the district where they're incarcerated? If so, how does their inability to vote affect electoral votes? (And how skewed would polls be since they're unlikely to be asked questions by pollsters? )

At present, I think not only should those who have served their sentence have voting rights, but parolees as well. I also think those incarcerated but not yet convicted should be allowed to vote.
