THERE ARE REASONS these criminals believed they could operate above the law

Somebody promised Barr, Rosenstein, and Flynn and Manafort and all the king's men that they'd never be found out, and that they'd be protected from normal oversight procedures.

The senate and maybe even the house know what those promises were.

And those must come from 45, through his henchmen: Cohen, et al.
