...my understanding is that at Harper's Ferry he was trying to instigate what would seem to be a classic guerrilla warfare insurgency. He was stealing arms from the "regular army" to set up irregular bands of fighters and was going to recruit more guerrillas by liberating slaves.
I wouldn't characterize this as a terrorist strategy. I don't know what he was up to before that, however, in Kansas.
