What happens when Mueller says he was forced to close investigation early?

I have thought this since the day that William Barr took over as Attorney General.

However, it has never come out in public discussions.

What happens when Robert Mueller informs the Congress that he was not finished with his investigation?

Would that make any difference?

If it did happen, he will say something like "Attorney General Barr asked me to have the final report to him by March xxx" and leave it unsaid that it was closing down the investigation early.
