What is wrong with an "inquiry"?

An "inquiry" is intended to find out the facts. What is wrong with that?

Have we reached a point where we don't even want to talk about it? Is it not worth our time and effort?

An impeachment "inquiry" would be different from an official impeachment proceeding. Why is the Congress not interested in an inquiry? It seems the least they could do?

Perhaps if we ignore it, it will simply go away?

It may well be that they cautioned her against certain word triggers that might send him over the edge into "damn the torpedos" territory. It may well be that they believe the word impeachment is just such a trigger and are thus advising her to do the investigations/hearings/inquiry without that official "title".

That's all I can really think to explain it.
