It seemed to be a cover story, because immediately upon leaving office, Reagan disappeared from public view. President G. H. Bush blew the cover when he very soon publicly admitted to the effect that Reagan would not be seen in public.

Rudy was hated in NYC. There was no way he was getting a third term.

They didn't like FDR winning four terms. It immediately bit them in the ass. Eisenhower could have won a third term easily. Maybe Reagan too.
Clinton and Obama surely could have.
